Ralph Serpe is the President & CEO of the Adams County Community Foundation in Gettysburg, Pennsylvania, where he, his staff, and the board are laser-focused on building a permanent unrestricted charitable endowment for Adams County. Under his leadership, the Community Foundation successfully completed its 40th Anniversary Campaign, which generated more than $60 million in current gifts and charitable legacy commitments. Previously, Ralph led development efforts at community foundations in Baltimore, Princeton, and Silicon Valley. In 2026, he received the inaugural Excellence in Community Foundation Leadership Award from the Council on Foundations, recognizing his vision, leadership, and impact in advancing community philanthropy. He serves as Secretary of the National Standards Board for U.S. Community Foundations and on the board of Boston Youth Marching Arts. In 2025, Ralph helped lead the successful effort to amend Pennsylvania's Intestate Succession Statute to include community foundations as the ultimate beneficiary when residents die intestate and without heirs. Earlier, in 2022, he led the successful legislative effort among scholarship providers to eliminate scholarship displacement at Pennsylvania's public colleges and universities. In 2014, Ralph worked to pass the Endow Maryland Act, an unrestricted endowment tax credit for community foundation donors. Ralph founded the Unrestricted Asset Development Peer Group, which brings community foundation leaders together for peer learning and strategy sharing focused on growing unrestricted assets. Since 2007, more than 350 community foundations have participated. A passionate advocate for community philanthropy, Ralph is especially enthusiastic about helping donors create unrestricted endowments that strengthen communities forever.
