Cindy Milian serves as the Health and Human Services Program Officer at the Berks County Community Foundation, where she oversees grants supporting individuals, public health initiatives, and human services programs. She holds a Bachelor of Arts in Psychology from the State University of New York at Albany and brings more than 25 years of experience working directly with children, families, and community systems. Before joining the Foundation, Cindy spent two decades with Berks County Children and Youth Services in roles including Intake/Screening Caseworker, Quality Assurance Specialist, and Intake/Screening Casework Supervisor. She has extensive experience training community agencies across Berks County and served as a statewide trainer for the University of Pittsburgh Child Welfare Resource Center, teaching the Engaging Latino Families curriculum. Cindy also co‑chaired the Pennsylvania Child Welfare Diversity Taskforce for over ten years, helping strengthen culturally responsive practices across the state. A first‑generation American-born Latina and native New Yorker, Cindy’s lived experience in diverse cultural environments—combined with her roles as a mother, grandmother, and military spouse—deeply informs her ability to engage communities with empathy, clarity, and respect. She is committed to fostering collaboration, strengthening local networks, and supporting community members in working together to improve the places they call home.
