Plenary: Legislative Resolve for VPP Development

Héctor Enrique Ferrer-Santiago was born on September 23, 1994, in San Juan, Puerto
Rico. He is the eldest of three siblings. The son of Sonia Marie Santiago-González, a former teacher of Puerto Rico’s public education system and the late Héctor J. Ferrer-Ríos, Esq., who served as Representative for the 29th District of the House of Representatives of Puerto Rico from 2000 to 2004, as At-Large Representative from 2004 to 2012, and as President of the Popular Democratic Party on two occasions.
He attended elementary and middle school in Colegio Marista of Manatí. Subsequently,
he completed secondary school in Cupeyville School in San Juan and Boulder Creek High School in New River, Arizona. Upon graduation, he enrolled at Inter American University where he earned a Bachelor’s Degree in Political Science. His educational experiences include participating in the Córdova-Fernós Legislative Internship Program in 2014, where he had the opportunity to work with Senator Kirsten Gillibrand.
While pursuing a Juris Doctor degree at the Inter American University School of Law,
Ferrer-Santiago served as Teaching Assistant and provided support to fellow students in the Administrative Law course. He also participated in various legal clinics and even
served as Law Clerk in one of them. He completed his Juris Doctor in 2018 and entered
private practice.
In the 2020 general election, Ferrer-Santiago was elected Representative At-Large, polling the highest number of votes for that office. Currently, he chairs the Committee on AntiCorruption and Public Integrity, which was created upon his request, to address and curb the government corruption that has affected the island in recent years; the Committee on Youth Affairs, and the Joint Committee on the Jorge Alberto Ramos Comas Legislative Internship Program, which provides university students with educational and practical experience in the legislative processes and their integration into all other Government Branches.
Ferrer Santiago practiced baseball during his student years. He also enjoys going to the
beach and spending time with his family and pets, Victoria and Macarena.
