Andrew Baxter is a retired police lieutenant with nearly 29 years of service at the Hillsborough County Sheriff’s Office in the Tampa Bay area, where he began his career as a 911 operator and emergency dispatcher before serving in a variety of operational and leadership roles throughout the agency. His experience spans emergency communications, patrol, investigations, training, and administration, giving him a unique perspective on how critical decisions are made under pressure. Andrew holds a Master of Science in Criminal Justice Administration from the University of South Florida and is a graduate of the Southern Police Institute’s Administrative Officers Course at the University of Louisville. As part of his professional development and promotional research, he studied the impact of trauma and chronic stress on 911 professionals, work that continued through his executive leadership studies and remains a focus of his advocacy and education efforts today. Today, Andrew is the creator and host of The Comm Center with Drew Breasy, where he and co-host Jon, a veteran 911 dispatcher, examine emergency calls, critical incidents, and public safety events through the eyes of the dispatchers, responders, and leaders who lived them. Their work highlights the often-unseen role emergency communications professionals play in moments that can change lives forever. He is also the founder of Clarity Bureau, a leadership and decision-making initiative focused on helping individuals and organizations communicate clearly, think critically, and make better decisions when the stakes are high. Drawing from nearly three decades of public service, Andrew combines practical experience, research, and storytelling to deliver lessons that apply far beyond public safety.
