The annual Public Transportation Summit takes place as a means to promote coordination with agencies, local stakeholders, and organizations. The Idaho Transportation Department Public Transportation (ITD-PT) Office has put together a month long series of technical assistance, training, workshops and peer to peer networking opportunities. The summit’s strategic agenda is designed to help facilitate and encourage thought-provoking topics that will maximize efficiency and offer unique insight into present and future challenges facing public transportation in Idaho.
This FREE conference will provide excellent training opportunities as well as lunch on Tuesday, Wednesday and Thursday along with refreshments throughout the day. We encourage you to register early using the button above to reserve your spot.

Chris Yake is a Senior GIS Specialist with over 20 years of experience in transit and transportation planning, water and sewer system analysis, and leveraging GIS to model and strategically plan for growth on behalf of clients.
David Nichols has worked for nearly 30 years in teaching, training, and human resources; focusing on leadership development, change management, communication skills, hiring and talent management, and culture change.
As the CEO of Valley Regional Transit (VRT), Elaine provides leadership, strategic direction, and operational oversight for the Treasure Valley’s regional public transportation authority.
Justin Smith is the Public Information Officer for Districts 5 in Southeast Idaho. He has a passion for transportation and how it relates to the history of Idaho. Justin has taught active shooter response and de-escalation techniques for over 10 years.
John W. Martin is the CEO & President of S.I.R. Institute for Tomorrow. S.I.R. has conducted over 16,000 studies for Fortune 1000 companies, governmental agencies, and non-profit organizations.
Kade Marquez joined the City of Idaho Falls & Greater Idaho Falls Transit (GIFT) in February 2022.
Maxine Durand is the transit coordinator for the City of Twin Falls, Idaho, overseeing the Ride TFT public transit program.
Scott Bogren has been with the Community Transportation Association of America (CTAA) since 1989, serving the Association in a wide variety of roles before being named Executive Director in 2016.
Mr. Sean Oswald RLS in 2011, bringing over five years of GIS analysis, management, and training experience. He is now the Director of Drug & Alcohol Initiatives for all RLS drug and alcohol projects for transit systems and State DOTs.
Stephen Murray is the CEO and co-founder of Downtowner, a leading microtransit company founded in 2012.
Tim Thornton is part of HDR’s Infrastructure Finance team. His areas of expertise include financial feasibility, TOD and transit value capture opportunities, transportation economics, and funding and grants strategy.
Public Transportation Advisory Council
The Public Transportation Advisory Council (PTAC) was also created in Idaho Code 40-514 to “advise the Department on issues and policies regarding public transportation in Idaho."
Ryan Luttmann was appointed as the District 1 PTAC representative in 2019. Ryan is a professional engineer and brings over 20 years of experience working in both private and public sectors.
Alisa Anderson has been the Grants Manager for the City of Moscow since 2007. She develops & writes grant applications & administers grants for various city departments. Alisa has also been a member of the Public Transit Advisory Council since 2015.
Michael is a passionate disability advocate with over 15 years’ of experience working in the disability community.
Michelle was elected to serve on the Idaho Falls City Council in November 2015 and ran unopposed for her second term in 2019. She currently serves as the President of the Council.
Ron Duran joined the ITD Public Transportation Office in 2019 as the Public Transportation Manager. Ron brings with him over 10 years of management experience in both public and private sectors.
Shauna has been with ITD since June 2012. During this time she has served as a Grants & Contracts Officer for FHWA, FTA, and State-Funded Programs. Shauna currently oversees ITD-PT’s Safety, Capital, Asset Management, and Training programs.
Connie Edwards has been with ITD Public Transportation since May 2023 as a Grants & Contracts officer and currently works with the operational and intercity providers, as well as provides outreach by way of the PSA Program and Transporter articles.
Sam Carroll has been with ITD Public Transportation since May 2022. He previously spent three years with ITD in the Materials section. Sam acts as a Grants & Contracts Officer and currently works on Capital projects and COVID Relief programs.
